Dangote Refinery IPO closes with applications from 120 countries — allotment still ahead
Africa’s largest refining IPO shut its books on 27 October after an SEC extension. Company materials cite investor interest from 120 countries; how much capital lands and at what allotment remains the next filing.
LAGOS — The public offer for shares in Dangote Petroleum Refinery and Petrochemicals closed on Tuesday, 27 October 2026, ending a subscription window that began on 14 September and was extended past an original 13 October close with Securities and Exchange Commission approval.
Company and issuing materials framed the sale as “The People’s IPO”: up to 4.1 billion ordinary shares at ₦525 each, a proposed raise on the order of ₦2.15 trillion. That headline target is a prospectus figure, not a confirmed cash take. Allotment, refunds, CSCS crediting and Nigerian Exchange listing still sit downstream of application checks and regulatory approval.
What closed — and what did not
What closed is the application list. Dangote’s refinery IPO site and partner platforms state that no new applications or payments are being accepted. What has not closed is the capital-markets process that turns applications into allotted shares. Official next steps listed by the company include application verification, SEC review of the basis of allotment, publication of results, refunds where applicable, share credit to CSCS accounts, and then trading.
A receipt or payment confirmation, the company itself reminds applicants, does not confirm how many shares will be allotted.
120 countries — a company claim with continental politics
In statements carried by BusinessDay, Vanguard and company channels on 28 October, Dangote said investor applications came from 120 countries, including all 54 African nations and all six inhabited continents. Aliko Dangote called the geographic spread evidence of international interest in the refinery and in African industrial equity more broadly.
AB24 reports that footprint as company-stated application geography, not as independently audited subscription ledgers. Secondary coverage also noted earlier comments from Dangote that the offer had exceeded a roughly $1.6 billion target “more than three, four times” — a qualitative boast that still awaits formal allotment disclosure before markets desks should treat it as a settled raise size.
Why Lagos markets care beyond the brand
The 650,000–700,000 barrel-per-day Lagos complex has already rewritten Nigeria’s fuel-import politics. Listing a slice of the equity would create a widely held Nigerian industrial name with continental retail reach — if allotment and listing complete cleanly. Banks, brokers and fintech rails that opened the offer across borders are themselves a story about how African IPOs can travel when payment rails cooperate.
Until the allotment announcement, the accurate overnight brief is narrower: the books are shut, the geography claim is on the record, and the money is not yet a settled free float.
